英德预防入室盗窃犯罪的特色及其启示

摘　　要：在预防入室盗窃犯罪中,德国“从了解犯罪人入手”的基础性实证研究方法、英国的情景预防措施研究非常有特色。这些特色带给我们的启示是:制定犯罪预防措施时,要重视基础研究,要拓宽获取参考信息的渠道;要培养预防犯罪的专家型民警,指导公众预防犯罪;情境预防的理念应当运用到日常的防范措施中;应当建立预防犯罪的决策机构。In the guard against the crime of burglary, Germany and Britain have their characteristics, analyzing respectively from knowing the criminal and precautionary measures. It enlightens us that we should put emphasis on the basic research and widen the ways of knowing messages when we make precautionary measures. And we should educate the professional police for the prevention of crime in order to guide people anticrime. Precautionary in scene should be used in daily life. We should set up an organization for the precautionary.
