应对SA8000标准的辩证思考

摘　　要：SA8000标准正通过民间认证的方式进入我国,制约对象主要是劳动密集型企业,并打着“人本主义”旗号名正言顺地削弱低成本劳动品的竞争优势。其实,该标准兼有人本主义和新重商主义的双重特性,我们切不可被动接受该标准,而应深入辨析其实质,趋利避害,积极应对。文章针对SA8000的双重特性建立了静态与动态分析的模型,据此提出了积极对策:(1)合理利用该标准促进我国产业结构升级。即,利用其人本主义的压力,迫使相关企业以人力资源管理为核心改造传统产业,通过规模经济、产业转移等方式实现产业结构升级;(2)必须采取反制措施遏制或消除新重商主义作用。这样,就可以变被动为主动,化压力为动力,进一步提高我国产品的出口竞争力。SA8000 is entering our country by social authentication, mainly constraining the labor-intense companies and attenuating the competing advantage of low cost products in the name of humanism. In fact, this standard has a dual feature of both humanism and new mercantilism. We can＇t passively accept this standard, but need to carefully analyze its essence and actively reply to it. This paper constructed static and dynamic analytic model oriented towards the dual features of SA8000 and based on this proposed active solutions： firstly, rationally utilizing this standard will enhance the upgrade of the industry structure in our country, that is, utilizing the pressure from humanism, force related companies to reform traditional industries with human resources as the core, realize the upgrade of industry structures by large-scale economy and industry transfer; secondly, we must establish related anti-control steps or eliminate new mercantilism function. Thus, we can change from being passive to being active, transform pressure into motivation, and further enhance the export competing capabilities of our country＇s products.
