论农村公共产品有效供给与乡镇政府改革

摘　　要：我国农村公共产品的有效供给离不开乡镇政府的组织、协调和管理,但受财力不足和体制不顺等因素的影响,目前我国乡镇政府对农村公共产品的有效供给不足,既影响了其自身存在的义理性,也制约了农村社会和经济的发展。为此,必须明确乡镇政府事权,落实乡镇政府财权,健全需求表达机制,拓展公开产品融资渠道,以提高农村公共产品有效供给能力,以促进乡镇政府改革。The effective supply of our country＇s public products is related to government organization, coordination and management. Because of the effection of inadequate fiscal solvency and indiposed systems, that the effective supply of public products is not enough not only influence the meaning of its existence, but also restrict the development countryside society and economies. So the right of government must be made clear and definite, the finance right must be carried out, the requirement system must be perfect and the channel of circulating necessary funds must be developed in order to raise the ability of effective supply and promote the government reform.
