摘　　要：欧洲作为世界上一体化程度最高的地区,已经发展成以三根支柱为核心的欧洲联盟,在国际舞台上发挥着日益重要的作用,而其第二根支柱———共同外交与安全政策的影响力更是不可低估,但欧盟共同外交与安全政策的二元主义倾向是今后相当长的一段时期的发展方向。Europe, the highest integrated area, has developed European Union whose cores three pillars , and plays an increasingly important role in international arena, especially we could underestimate the impacts of its second pillar-the common foreign and security policy.
