长三角地区高新技术产业集群发展存在问题及对策

摘　　要：近年来,在长三角的持续快速发展中,高新技术产业集群发展引人瞩目,极大地促进了区域经济的发展,R&D的投入对长三角区域经济增长效应十分显著。但高新技术产业集群在发展中存在着一些问题, 如产业结构雷同,缺乏规划引导,集群科技创新能力不足,服务体系不健全等,严重影响了长三角区域高新技术产业的一体化发展。今后高新技术产业集群的发展应在产业布局上加强引导,促进产、学、研体系的完善, 提高科技创新能力,完善产业集群的环境,以此弥补高新技术产业集群发展的局限和不足。In recent years, with the durative and fast development in the Yangtze River Delta, the development of high-tech industrial clusters, as a very attractive phenomenon, have made great contributions to the regional economy. The R＆D has greatly promoted the economic growth of this area. However, the above-mentioned development has also caused such serious problems as the reconstruction of the same industries, the lack of scientific planning and guidance and the like that have seriously affected the unanimous development of this region. Therefore, this article probes some suggestions to complement the shortcomings caused by the development of the high-tech clusters and obtain a sustainable development of high-tech industrial clusters in the Yangtze River Delta through such means as enhancing the regulation of industrial layouts, promoting the scientific and technological innovation ability and so on.
