摘　　要：政府绩效与公民权利的保障具有十分密切的内在联系。保障公民权利是民主国家政府绩效的根本价值追求,政府绩效的高低直接影响到公民权利的实现,而公民权的保障又能够促进政府绩效的提高。Government achievements and the protection of civil fights are closely related. How To protect civil rights is the pursuit of essential value for the democracy government achievements, the height of the government achievements is influenced by the realization of civil rights, and the protection of civil rights can promote the government achievements.
