摘  要:以行业体育协会、地方职工体协及其管理体制为对象,分析了社会化进程中的中国职工体育的现状以及体育社团和管理体制的关系。目前体育社团仍旧依赖挂靠单位的资源,自治能力低,相关法规滞后,难以脱离原有体制生存。提出了逐步实行政府购买体育社团服务的方式、建立体育社团组织的立法框架、培养统领全局的社会体育组织、设立专项基金等对策。Basing his research object on Industrial Sports Association and Local Employee Sports Association and their management systems, the author analyzed the current situation of employee sports in China and the relation between sports community and management system in the process of socialization, and revealed that currently sports communities were still depending on their own resources, having weak capability for self-government, and difficult to survive without the original system, and that relevant laws and regulations were out of date. The author offered suggestions for actions, such as gradually implementing the mode of procurement of sports communities by the government, establishing the mechanism of legislation of sports community organizations, cultivating industry leading social sports organizations, and establishing dedicated funds.
