摘　　要：中国在实现社会转型和体制转型的过程中,农村劳动力向城市转移,是必须认真面对的一个重大问题。这个问题解决得好,就能促进国家现代化和城市化的发展,解决得不好,就可能迟滞社会的发展。解决农村劳动力转移问题,无疑是一个巨大的挑战,需要全社会的通力合作、共同面对。本文对50多年来党的农村劳动力转移政策的制定及其实施进行了初步的探索。The movement of rural labor to cities and towns during the fulfillment of social and institutional transitions in China is a very important issue that must be dealt with seriously. If this issue is handled well it will promote the national drive for modernization and urbanization; if this issue is not handled well it will jeopardize social development in China. The solution of the problem of movement of rural labor is no doubt an enormous challenge confronted by the country and demands joint efforts and close collaboration of the whole society. This paper provides a preliminary probe into the formulation and implementation of the Party＇s policy on the movement of rural labor over the past 50 and plus years.
