摘　　要：以水为中心发展生态水利风景区,或以水工程为依托发展水利风景旅游区,已经成为实践治水新理念的一个切入点。建设并管理好水利风景区,需要切实理解水利风景区的内涵,发展水利风景区的意义,以及处理好水利生态景区、风景旅游区建设与水利工程主体功能的关系等。Development of ecological water recreation area that centers on tourist area in combination with water project has become a new penetration agement concept. In order to effectively build and manage water recreation water or building water recreation point in practicing new water manarea, it is necessary to understand the intensions and meaning of developing water recreation area, properly deal with the relationship of ecological water recreation area with recreation tourist area and main functions of water project.
