对工业原料林采伐管理试点的几点思考

摘　　要：针对工业原料林采伐管理试点,提出了应正确处理提高林地生产力与保护生态环境的关系,正确处理经济效益与社会效益、生态效益的关系,正确处理遵守法律法规与创新管理机制、体制及方式方法之间的关系,并实行监管与督查相结合的思考与建议。Some considerations and suggestions were put forward in accordance with the experiments in cutting management of industrial raw material forest, aiming at dealing correctly with the contradictions between enhancing forest productivity and protecting ecological environment, the relationship among economic benefits, social benefits and ecological benefits, the relationship between observing the laws and regulations and blazing new trials in management systems, mechanisms, patterns and methods; and combination of supervision with inspection for such experiments.
