摘　　要：由于目前电话卡制卡周期长、成本较高,不利于运营商追求利益的最大化,同时也不利于环保。基于以上电话卡的弊端和智能网在实现新业务方面的优势,提出了基于智能网的电子售卡系统设计的新方案。并在实现原理、业务流程等方面进行了详细论述。最后分析了此系统的优势并对其前景进行了展望。At present , because of the long production term and high cost of telephone card, it＇s not good for carriers seeking the maximum profit and it＇s also not good for environmental protection. Based on the disadvantages of telephone card and the advantages of intelligent network （IN ）in implementing new services. this article puts forward a new scheme to the design of IN -based electronic card issuing system. Then, it gives a detailed discussion on the implementation principle and the service flow. At last ,it analyzes the advantages of this system and expects its future prospect.
