摘　　要：根据耕地保护本质和内涵,提出对耕地保护本质全面认识,通过考察我国不同阶段的耕地保护政策,从耕地保护政策制定与实施的相关体制与机制视角,对耕地保护政策进行了深刻思考,在此基础上引申出几点有助于耕地保护政策制定与实施的启示。This paper examines the essence and connotation of farmland protection, reflects on farmland protection policy as viewed from the system and mechanism of establishment and implementation, and gives some revelation for the establishment and implementation of farmland protection policy.
