摘　　要：从环境意识、利益关系、执法效力等方面分析了造成环境管理效力低下的原因，介绍了相应地提高环境管理质量的措施，以真正有效地管理环境，防治污染。From environmental consciousness, interest relationship, law enforcement efficiency and other aspects the reasons caused the low efficiency in environmental management are analyzed; at the same time corresponding quality control measures are introduced in order to realize effective management of environment and prevent pollution.
