中国社保基金入市的安全性及其监管

摘　　要：社保基金进入证券市场改变了过去投资渠道狭窄、资金运用率低的状况,同时为证券市场提供了稳定的资金来源。但由于证券市场本身的缺陷及波动风险,以及社保基金入市的管理体制不完善及相关法律制度不健全,社保基金入市也面临着巨大的风险。因此应吸取国际先进经验,通过设置合理入市比例、合理选择投资品种和基金管理人以及完善信息披露机制、准备金制度等,建立安全投资机制,以最大限度地防止和控制社保基金的投资风险。The entering of social Security fund to the stock market makes much importance for the capital market＇s long-term development because it widens old investment channel, improves capital use efficiency, provides stable fund source and promotes investors structure. On the other hand, it also faces to huge risk on account of securities market＇s defect and fluctuation and the weakness of SSF management system and relevant law. So we should absorb international advanced experience and make some measures, including designing proper investment proportion, choosing right variety and fund manager, fixing capital proportion into debt proportion, establishing the information disclosure policy and reserve policy, to build the safe investment system to prevent and control risk.
