摘　　要：随着中国政治、经济体制改革的不断深入和城市化进程的加速,城市社区的地位和作用日益重要,城市社区建设已经成为中国社会发展中的一个战略性问题。社区管理应坚持以人为本原则,从中国国情出发,探索适应中国国情的管理体制创新模式。With the deepening of the political and economic system reform and the speeding up of the urbanization process, the status and function of urban community are becoming more important. The community construction has become a strategic matter in Chinese social development. Urban community, the carrier of its economic development, will play a key role in the improvement of urban administration and even the development of the whole national economy.
