摘　　要：医疗技术准入制度有保护患者权利:控制医疗保健费用的快速上涨,保障全民卫生保健计划的落实;协调患者权利的保护、社会伦理和促进医疗技术的更新与发展的平衡,维护公认的伦理价值准则,维护社会生态安全等基本功能。It has patient that protects right that medical technology admittance; Control the too fast rise of the medical treatment and health care expenses, ensure the implementation that the whole people ＇s health care plans; Coordinate the protection, social ethics and renewal of promoting medical technology and generally acknowledged ethics value criterion of balance maintenance of development of patient ＇s right, safeguard the basic function such as being ecological and safe of the society.
