摘 要:在全球蓬勃发展的社团革命浪潮的冲击下,关于第三部门的研究自20世纪90年代以来逐渐成为中外学者关注的热点问题。作为来自政府和市场之外的力量,第三部门的出现意味着人类社会治理方式的全面革新,它在制约政府权力、提供公共物品等方面都发挥着独特的功能。但第三部门并非“德行完美的神话”,也有其自身的缺陷,也会失灵,治理的对策是在第三部门自身和社会各方的共同努力下建立起完备的培育机制以及自律和他律相结合的约束机制。Under the attack of the worldwide flourishing association revolution, the researches on the third sector have gradually become an attentive focus of Chinese and foreign scholars. As a sector beyond government and market, the appearance of the Third Sector means the overall transformation of human governance patterns, which has unique functions in restraining government power, providing public goods, etc. However, the third sector isn't "a perfect myth of conduct and behaviour". It has its own deficiencies and is likely out of order, too. The countermeasures are that constructing perfect cultivation mechanism as well as self-binding and other-binding mechanism under the joint efforts of the Third Sector and all circles.
