摘　　要：“坚持以人为本、全面协调可持续的科学发展观”,是新一届中央领导集体执政理念的新升华。这一科学发展的核心和本质就是以人为本。本文从其前提、基础、条件、动力和保证五个方面,阐述“以人为本”发展观的科学要义。It is the political ideal of new central administration insisting the human-oriented, harmonious sustainable development theory in all-round way. The essence and core of scientific development theory is aetually human-oriented. This article illustrates the scientific significance of human-oriented development theory from five aspects; its premise, basis, requirement, motive and guarantee.
