摘　　要：网络信息利用存在着诸多障碍。文章就此进行了分析,提出了强化监管力度与建立自律机制和规范网络行为相结合、整合网络资源与开发网络资源相结合、搞好网络导航与用户培训相结合、下载信息与馆藏实有数据库相结合等清除对策。The paper analyses the obstacles in utilizing network information, puts forward the countermeasures including the combinations between strengthening supervising and establishment of self - restricted system and regularizing network behavior, between integration and development of network resources, between improvement of network navigation and user training, and between downloading information and library collection database.
