摘　　要：和谐社会是基于民主和法制基础上具备较高政治文明以实现稳定发展、和谐有序的一种社会形态。农村基层民主建设作为我国政治文明建设的重要内容,是构建新型和谐农村社区和社会的基础条件和必要保障。面对当前农村基层民主发展过程中出现的种种情况和问题,应从制度、组织和技术三个方面进行创新,为和谐农村社会的构建提供坚实的制度保障、牢固的组织基础和有力的技术支持。Characterized by a high political civilization, the harmonious society is a social form based on democracy and rulingby-law in order to roalize social stability, development, harmony and order. As an important aspect of political civilization construction in our country, rural grass-roots＇ democracy construction is the basic condition and a necessary guarantee in building a new harmonious rural community. Confronted with various situations and problems in the development of village grass-roots＇ democracy, we should make an innovation from the three aspects, institution, organization, and technology, to provide solid institution guarantee, firm organization basis, strong technology support for building harmonious rural community.
