循环经济构筑中国矿业发展新模式

摘　　要：集中阐述循环经济的基本内涵,根据中国矿业发展中生态环境破坏和资源浪费较大的现状,指出以最有效利用资源和保护环境为基础的循环经济是中国矿业实现可持续发展的必然选择,并探讨构筑以循环经济为核心理念和核心竞争力的矿业发展新模式。通过建立法规体系、发挥政府职能、引进先进技术等切实可行的措施,实现经济与资源、环境的协调发展,从根本上解决资源稀缺和环境污染两大问题。The authors expound mainly the basie connotation of circular economy,analyze the serious problems in the status quo of mining development in our country,such as environmental pollution and resources waste. It is suggested that a sustainable development should depend on eircular economy,which is based on effectively resources utilization and environmental conservation. They also discussed the new model for mining development. We should adopt feasible measures to bring together such factors as laws and regulations, governmental policy, and advanced technology to achieve the even development.
