摘　　要：深交所在2004年6月启动了我国第一个中小企业板块,这为长期困扰于融资问题的我国中小企业开辟了一条新的融资途径。2003年颁布的中小企业促进法已经对我国的中小企业进行了界定,但证监会和深交所在中小企业板块公司上市的准入问题上坚持的“两个不变”原则却将大多数中小企业排除在证券市场之外。而中小企业板块的参与者——中小企业有其自身的特殊性,过高的资格条件只会使中小企业板块名不副实,背离其设立宗旨,因此应当放宽准入条件,给予更多中小企业上市融资的机会。In June of 2004, Shenzhen Stock Exchange started the first plate of small and medium-sized enterprises of our country. This opened up a new financing way for small and medium-sized enterprises in our country which had perplexed with the financing question for a long time. The Promotion Law of Small and Medium-sized Enterprises which issued in 2003 defined the small and medium-sized enterprises of our country, but the CSRC and Shenzhen Stock Exchange adhere to the ＂two do not change＂ principle on the permission of entering the small and medium-sized enterprises plate. This principle gets rid of most small and medium-sized enterprises from the security market. The participants of the small and medium-sized enterprises plate- small and medium-sized enterprises have their own particularity. And the too high qualifications will only make the plate of small and medium-sized enterprises fall short of the reality and deviate from its aim, so we should modify the terms of entering, offer the chances to more and more small and medium-sized enterprises to go on the market to financing.
