摘　　要：新闻发言人制度存在的必要性自不待言,要谨防曲解“新闻发言人制度”。为了在危机管理中构筑政府、媒体和公众三角互动信息平台,危机传播中新闻发言人应专业化;对外传播的种种经验与教训都表明:新闻发言人专业化是全球传播时代的必然要求,我国对外传播的策略亟待创新,充分意识到新闻发言人不是人,而是一种制度。要切实提高新闻发言人综合素质,促进危机情境中有效的风险沟通。Undoubtedly, the system of news spokesmen is very important in present times, We should avoid mistakenly understand the system. To form a mix of government, media and the public in the management of crisis, the spokesmen need to be specialized. The various experience and lessons gained through the external propaganda reveal that： the specialization of news spokesmen is the requirement of the times, the strategies of external propaganda need innovation and news spokesmen are not human beings but a kind of system. The comprehensive qualities of news spokesmen should be improved.
