摘　　要：社区自治和公民参与必须从制度上确保社区自治的独立性、保障性,坚持社区需求本位原则,通过培养公民的参与意识、参与渠道的多样化以及参与层次的拓展等具体路径,使社区自治真正成为公民有效参与国家和社会公共事务的理想平台。Community autonomy and citizen participation should guarantee the independence and safeguard of community autonomy from the system,adhere to the principle of community requirement ,through the concrete way such as the cultivation of citizen particpative consciousness,the diversification of participative channel as well the development of participative level and so on,only then it can cause community autonomy truly to become an ideal platform ,which the citizen can participate national and social public affairs effectively.
