摘　　要：根据信息系统工程的设计原理建立了河流排污交易管理信息系统。文章详细论述了信息系统的设计与实现,在系统分析中明晰了用户对系统功能的需求细节及性能的要求,确定系统所能提供的服务,井说明了功能间及功能与数据间的关系。同时在此基础上,提出了相应的系统结构,对它进行自顶向下的结构化规格定义。According to the necessity of river effluence trade management and the design principle of information system engineering to establish a river effluence trade management information system. This article described the design and realization of information system in detail, during system analysis, to recognize the requirements of users on system functions, details and characters, to determine the service which the system can be provided, and interpret the relation between functions and data. At the same time to provide the correspondent system structure and give the structural qualification definition.
