摘　　要：简要阐述了水污染物排污交易理论。着重介绍了上海黄浦江上游水源保护区从1985年以来开展排污交易的实践。认为排污交易政策的实施促进了地区经济与环境的协调发展;并能在社会主义市场经济体制下,运用经济手段促进有效环境管理中发挥重要作用。This paper briefly described on the theory of water pollutant discharge trading, and focused on introducing the development of pollutant discharge trading practice in the upper reach water resource protection region of Huangpu River since 1985. It was considered that the implementation of pollutant discharge trading policy did promote the regional economic and environmental coordinative development, and be able to operate economic measure for promoting environmental management effectively and play an important role under socialist market economy system.
