摘　　要：对技术强国对华贸易出口管制的体系、特点、我国存在的问题,和基于信息技术监测理论的受管制领域评价、发展决策等方法以及宏观政策对策等作了系统的研究,以支持国家科技优先发展领域的选择和国家重大科技计划的制定等工作.The trade export control to China by developed countries has been seriously affecting the rapid and free development of our country＇s economy and technology. However, the systemic research on the export control to China is scarce. It researched deeply and systemically the system of export control, characteristic, problems in China, countermeasures of macroscopical policies, the methods of appraise and decision-making about the controled technic fields based on the theory of the technological supervision.
