基于市民生活满意度的城市发展质量评价

摘　　要：城市发展质量评价是在城市高速发展过程中落实科学发展观的重要措施。目前,城市发展质量评价以客观指标评价为主,无法准确反映市民的感受和意愿。认为城市发展质量的价值取向是让市民满意,城市发展质量评价应从市民生活满意度的角度出发。在分析城市发展价值取向的基础上,构建了反映城市发展质量与市民生活满意度之间关系的透镜模型,讨论并提出市民生活满意度的指标选取和评价的实施思路。In the process of the on-going urbanization, city's development quality evaluation has become an imperative method to implement scientific development view. At present, the method of city's development quality evaluation is mainly based on the objective quota of city's development which can not reflect citizens' real feelings and wills. In this paper, the author argues that the value orientation of city's development quality depends on citizens' satisfaction of living condition. Based on the analysis of the value orientation of city's development, a lens-model to reflect the relationship between city's development quality and citizens' satisfaction is set up in the paper. The paper also discusses and advances measurable quota for citizens' satisfaction and the way to implement the quality evaluation.
