摘　　要：退耕还林工程在湖南省实施近5年来成效显著,成绩来之不易,当前要把巩固工程成果作为一个关键环节来抓,建议采取系列综合措施,从抓好兑现政策、落实工作经费、重视信访工作、规范大户承包行为等方面着手,推进下一阶段退耕还林工程稳步开展。The great achievement had been gotten in the implement of the Returning Land for Fanning to Forestry Project in Hunan. The main key point in present situation is to strengthen the achievement of the project by synthetic measures. The synthetic measures including holding the implement of the policy, expense of the work, complaint letter and visit, and conform to standard of the large contractor, and accelerating the development of the Returning Land for Farming to Forestry Project in Hunan with stead steps.
