摘　　要：根据国家林业局退耕还林办(2002)23号文件和(2004)49号文件精神和部署,结合湖南省退耕还林工程的实际情况,在湖南省武陵山和雪峰山两大退耕还林工程区内各选择一个封闭式的小流域建立监测站,并对监测站进行了规划和设计,明确了监测内容和监测目标。Based on the spirits and arrangements of the No.23（2003） and No.49（2004） government documents issued by the Office of the Returning Land for Farming to Forestry Project of the State Forestry Administration, and the real situation of the Returning Land for Farming to Forestry Project in Hunan Province, a monitoring station in a close type small drainage area of the returning land for fanning to forestry area in Wuling Mountain and Xuefeng Mountain was established separately. The programming and design of the monitoring station and the contents and targets of the monitoring also were measured in the paper.
