摘　　要：本文分析了《普通高等学校图书馆规程》(修订本)公布时的外部环境和内部资源条件,肯定了该规程与时俱进的适时性,并对该规程具体内容的战略特征和战略指导作用进行了分析、思考。This article analyzes the internal and external environments at the promulgation of Rules Governing the Library in Colleges and Universities （Revised Edition）. It has verified the period feel in the revision and examined the strategic features and guiding role of the Rules.
