摘　　要：个体恐怖犯罪,是指那种没有政治目的,危害不特定多数人的安全,造成恐怖气氛的个体犯罪。近年来个体恐怖犯罪频繁发生,成为中国社会所面临的更为现实的恐怖威胁。由于个体恐怖犯罪有着与恐怖主义犯罪和普通刑事犯罪所不同的特点,因而应当将其列为反恐怖立法所要调整的范围。个体恐怖犯罪的特点:一是犯罪行为的恐怖性;二是犯罪动机的非政治性;三是犯罪对象的非针对性;四是犯罪主体的无组织性。The individual terror crime means that the kind of individual crime does not have political purpose, endanger the security of specific majority, and cause the terrific atmosphere. The individual terror crime frequently takes place in recent years, becomes more realistic terrific threat that the Chinese society faces. With terrorism crime and ordinary crime different characteristics, the individual terror crime therefore should be adjusted in the range of anti-terrorism legislation, the characteristic of the individual terror crime： First, the terror of criminal offence： Second, crime motive is not for the political nature： Third, crime target is not pointed： Fourth, subject of crime has no organization.
