摘　　要：本文通过对历史上公众图书馆产生源流的梳理,得出了公众图书馆产物的社会基础正是公民社会的特征的结论,认为公众图书馆是公民社会的产物,近代公众图书馆是近代公民社会发展起来的信息资源自治体。This Text is through analysing the origin of public library in history,it is exactly a conclusion of the characteristic of civil society to draw the social base that the public library produced the society and thinks that public library is a result of civil society, the modem public library is the information resources autonomy organization which the modem civil society developed.
