摘　　要：《收容遣送办法》的废止和新《救助管理办法》的出台并没有完全解决许多城市所面临的流浪乞讨问题,有的城市甚至日趋严重。文章在对我国流浪乞讨问题的历史与现实进行反思的基础上,通过对原《收容遣送办法》与现行《救助管理办法》的对比,分析了当前国务院颁布的《救助管理办法》之得失。在此基础上,提出了对城市流浪乞讨人员管理制度进行重构的若干设想,以期对相关立法及管理机关有所借鉴。The abolishment of the Measures of Housing and Shipping off and the implement of the Management Measures about Salvation of the Tramps and Mendicants with no Income in the City actually have not settled the problems of tramps and mendicants in many cities. Instead in some cities these problems become more serious. Based on thinking of the history and reality of our cotmtry＇s tramping problems, through contrast of the Measures of Housing and Shipping off and the Management Measrues about Salvation of the Tramps and Mendicants with no Income in the City, this essay makes an analysis about the gain and loss of the Management Measures about Salvation of the Tramps and Mendicants with no Income in the City issued by State Department. This essay brings forwards to several assumptions of reconstruction of management system of the tramps and mendicants, expecting them to be used for reference by the correlative legislation and management departments.
