摘　　要：公共政策科层损耗源于政策制订者与执行者效用函数之间的偏差,这种损耗导致公共政策实际社会效益低于预期效益。在对政策传递过程中科层损耗过程进行博弈分析的基础上,进一步构建模型深入阐释了其形成机制及效应,最后提出相应政策建议,为提升公共政策执行效率、确保公共政策预期社会效益提供必要理论支持。Local bureaucracy cost of the policy results from the difference of utility functions between the Policy-maker and the executor, which lead to the actual utility of the policy inferior to expected utility. The paper firstly makes economic analysis on Local Bureaucracy Cost, then builds a game model and deeply interprets its mechanism and the effect, and puts forward some suggestions on how to minimize the Cost in the end. This supplies essential theoretic support for the promotion of the efficiency of the execution of the Policy.
