摘　　要：“十五”期间的水利改革与管理实现了重大跨越,治水思路发生了重大转变。水利改革取得了一系列成果,水利建设与管理取得了突破性进展,为今后的水利发展奠定了坚实的基础。In the 10th Five-Year Plan period, water reformation and management had realized a great span. New thoughts of water control have been transferred grandly. A series of achievement had been acquired in water reformation, which established a stability basis for water development in the future.
