基于BOT/PFI的公共工程项目融资代建制

摘　　要：通过对BOT/PFI理论的分析,完成了对与公共工程项目融资代建制有关的概念、定义、术语的界定,明确了融资代建制的概念要点,将公共工程项目、项目融资和代建制联系起来,构建了公共工程项目投资建设管理成套的模式框架———公共工程项目融资代建制。将模式概括为:二个层次(政府、项目公司,项目公司、工程管理公司、运营管理公司)、三种管理(公共管理,项目管理,公司管理)和三项保证(体制,法制,机制)。指明公共工程项目融资代建制是借鉴BOT/PFI国际先进管理方法和实践经验,又符合国情的有中国特色的有益探索。By analyzing the theory of BOT/PFI, the concept, definition, technical terms and division related to finance-construction on consignment in the project of public work are made clear. It also puts forward the new management mode for the project of public work the mode of finance-construction on consignment by combining public engineering project, finamce-construction of the project and consignment. The now mode is generdized as two levels （government, project company, and project company, engineering mangement compary, operating management compary） ; three kinds of management （public, project and company management） and three pledges（system of organization legal system and mechanism）. The paper also points out that the mode of finance-construction on consignment should be the management mode for public project, becaust it refers to the advanced management and experience from other countries, and it fits the state of our country.
