重庆秀山矿产资源加工业发展探讨

摘　　要：重庆秀山存在矿产资源利用方式粗放、保护力度不足、综合利用水平低开发深度不足、矿山生态环境问题比较突出等问题。秀山建设以锰业为主的特色资源矿产品加工出口基地的条件和优势:一是矿产资源相对富足;二是特殊的区位和潜在的交通优势;三是较为丰富的水电资源;四是一定的比较优势;五是优惠的政策环境;六是全球对电解金属锰需求的增加为其提供了市场。具体措施应是:营造公平竞争的制度环境、拓宽矿业投融资渠道、加强专业技术人才培养、加快科技进步与创新步伐、加强信息化建设、加强生态环境保护。There are problems such as crude exploitation, insufficient protection, low exploitation level and bad ecological environment of mineral resources in Chongqing Xiushan. Xiushan has comparative good condition and advantage to construct export processing industry based on manganese. The first is sufficient mineral resources. The second is special regional advantage and potential traffic advantage. The third is relatively rich in water and electricity resources. The forth is comparative advantage.The fifth is favorable policy environment The sixth is the global demand of electrolysis manganese. The practical measures are to create fair competitive system environment, to widen investment and financing channel of mineral resources, to cultivate experts, to promote science research and innovation, to prmote information construction and to protect ecological environment.
