摘　　要：统筹城乡发展有其自身的特定内涵,任何背离这一特定内涵的思想与观点都是错误的。由于统筹城乡发展是针对城乡差距拉大而提出的,因而科学阐释城乡差距拉大的原因是非常必要的。重工业优先发展战略演变为城市居民优先享受的社会发展战略,进而又转变为城市优先配置资源的经济发展战略,是中国城乡差距拉大的根本原因。There is a special connotation for taking the development of City - countryside into account, it is wrong that deviate from the idea and standpoint of this connotation. Because of putting forward of taking the development of City -countryside being directed at the gap between town and country, it is very necessary to set forth scientifically the reason of expanding the gap between town and country. Study on finding , the strategy of the government giving priority to increasing heavy industry had turned into the social development strategy of residents priority to enjoying welfare , into the economic development strategy of city priority to distributing resource . This is the basic reason of expanding the gap between town and country.
