摘　　要：从系统总体设计原则、系统的总体结构设计、系统的功能模块组成、模块数据组成关系及各模块流程、开发平台的选择等几个方面探讨宗地与房产基底图入库发布系统的设计和开发。This paper discusses the design and development of Base Map Input and Publish System for Land and Estate from the following aspects： the overall design principles of the system, the overall structure of the system, the components of the system functions, the relations among the components of system and the procedure of each components of the system, the selection of development environments for the system, etc.
