摘　　要：科技法已形成一个独立的法律部门已是国内外众多法律界、科技界的共识。科技法律制度作为整个法律制度的一部分,其具有比其它法律制度更强烈的刚性特征。我国应顺应科技法律制度的刚性要求,加强科技法律制度的建设,为高科技的发展营造一个良好的环境。At home and abroad it has been a common understanding of both science and technology, circles and law circle that law of science and technology has become an independent departmemt of law, The legal system of science and technology acts as a part of all legal systems,it has stronger rigidity than the others, Our government should respond to the demand of it, strengthen the construction of legal system of science and technology to build up a good environment for the development of high - tech.
