摘　　要：完善的质量管理体系是航天发射成功的保证，建立航天靶场质量管理体系的前提是建立一套既符合国军标GJB9001A质量管理体系要求又适合靶场实际的质量管理体系文件，在分析我国航天靶场实际情况的基础上，策划了质量管理体系文件的架构，并对质量体系文件的编写原则、编审的组织机构、编审的过程控制进行了论述。It is the first step to set up the quality control system documentation, which not only measure up national military standard but also suit site practice, for the construction of space site quality system. The paper, based on the analysis of national space site practice, schemes the frame of quality control system documentation, and also discusses the writing principle, the edit setup and process control.
