摘　　要：为了缩小东西部地区发展的地区差异,实现东西部地区的协调发展,国家在1999年制定了对西部进行大开发的战略决策。长远来看,这对扩大内需,拉动经济增长,加强民族团结、社会稳定及最终实现共同富裕具有重大的战略和社会意义。而五年的时间也证明了国家这个重要决定的正确性,五年来,西部地区充分利用国家有利的经济政策,加快基础设施建设,加强生态环境保护和建设,积极调整产业结构,发展科技和教育,同时也加快人才培养。其中作为西部大开发的第一阶梯和桥头堡的陕西成绩尤为瞩目,“一线两带”成功建设,一大批基础设施重点工程相继建成和开工等等,但其中也存在着严重的纰漏和问题,因此需要从根本找出存在的问题,解决问题,促进发展。In order to narrow the regional disparity of regional development of the West and the East and to realize the coordinated development of the whole country, the Chinese government decided to carry out the strategy of developing the West in 1999. In the long run, this drive can expand domestic demand, spur economic growth, strengthen national unity and social stability and finally realize common prosperity. In the past few years, the people in the western regions have fully utilized the state＇s favorable economic policies, accelerating the construction of infrastructure, strengthening the ecological environmental protection and reconstruction, adjusting the industrial structure and developing science and technology and education actively. As the first ladder and bridgehead in the development of western regions, Shaanxi province has also obtained great achievements. However, serious slips and problems still exist, which need to be carefully analyzed and solved.
