摘 要:根据水域承载的功能界定了水面率的概念,分析了水面率的影响因素,从水域管理的角度明确了合理水面率的内涵。提出了从行洪除涝功能考虑合理水面率确定的基本思路,即根据行洪除涝标准,协调区域内部水域的滞洪涝能力和水利工程的排洪涝能力,达到系统总体优化,提出合理内部滞蓄能力和合理外排能力,再根据合理内部滞蓄能力确定合理水面率。建立了确定合理水面率的结构模型和数学模型、河网水域水动力学模型、方案优选的经济模型,明确了其求解方法。实例验证表明该方法科学可行。The concepts of surface water region ratio is defined according to multifunction of surface water region, its interrelated factors are analyzed. Rational surface water region ratio is defined in management of surface water region ratio. A basic thought, which can determine rational surface water region ratio for transfer flooding and drainage, is put forward. According to standard of transfer flooding and drainage, rational inside capacity of storage and rational drainage capacity of water project are determined by optimal technology to coordinate the capacities. Rational surface water region ratio can be determined by the rational inside capacity of storage. Structure model and mathematics model for determining rational surface water region ratio, hydrodynamic model for river net and economy model for scheme choice, are set up. The solving methods are put forward. They are feasible by an example.
