缩小区域收入差距的重心是扶贫而不是抑富

摘　　要：区域统筹是科学发展观的重要内容和落实措施。区域统筹是在区域之间发展差距扩大、社会贫富差距拉大的背景下提出来的,实质是要实现各个区域共同发展、协调发展;其基本目标,是通过区域统筹,达到协调发展、缩小差距的目的。当前缩小差距的重心是扶贫而不是抑富,要正确处理市场和政府的关系,既要发挥市场在资源配置中的基础性作用,保护效率,又要发挥政府在扶贫开发中的主导作用,实现公平,实现社会经济的协调发展,体现以人为本的科学发展观。The paper holds that the main principle of area income distinction reduction is to help the poor, not to curb the rich. The relations between market and government should be correctly dealt with. The leading role in the aim-the-poor program should be played by the government in order to realize the fairness and coordinative development of the social economy. The scientific development of humanism should be realized.
