摘　　要：道路交通行政管理中“执法难”的问题突出,人身、心理伤害和暴力威胁影响交通警察正常执法,交通警察被袭比例也较高。究其原因,既有交通参与者守法意识方面的因素,又有执法者素质水平较低、执法工作缺乏内外有效的监督、交通警察缺乏权威、缺少相关保障等原因。公安机关需要从提高交通执法人员的服务意识和交通行政执法的质量、增强公民的法制观念和合作意识、加强监督机制、依法维护执法人员的法律权威,并提供相应的保障等方面来营造一个和谐、良好的执法环境。In the process of enforcing the law in the road traffic administration, traffic policemen are not only sometimes under the threat of physical or emotional hurt, or even violence, but occasionally suffer from attacks, for the lack of both traffic participants＇ consciousness of abiding by the law and some administrators＇ high quality, the effective supervision outside and inside the administration, traffic policemen＇ s authority, as well as the corresponding guarantee measures. Therefore, there is an urgent demand to establish a harmonious and efficient surrounding for the enforcement of law, by increasing the traffic administrators＇ consciousness of service, heightening the quality of traffic administration, enhancing citizens＇ conception of rule by law and consciousness of cooperation, exercising effective supervision, and maintaining the traffic administrator＇s legal authority.
