转型期区域经济和谐发展模式选择——从最优货币区理论角度给出的一个基本框架

摘　　要：从最优货币区(OCA)理论的角度,根据划分最优货币区的指标对经济体进行划分,寻找经济区域不协调的根源,按照产权界定理论,进行区域之间联合的财政措施和货币措施,有意识引导资源的定向流动,解决区域经济摩擦。最终从最优货币区理论角度给出建立区域联合的指导性框架,为转型期区域经济和谐发展理论提供新的尝试。Unbalance of Regional economy is decided by the market according to the traditional theory of Regional economy, which should be adjusted by the government. But there are not efficient indexes of economic area partition and policy approvals. The economic areas are divided according to the OCA （Optimal Currency Area） theory and its indexes of dividing the optimal currency area and the resource of disharmony is found out in this paper. And the treasure and currency measures of areas combination, which is designed to guide the directional flow of the resource and reduce the rub among the economic areas, are put forward. At last the directive framework of building areas combination is referred, which would be a new trial of harmonious development of Regional economy in the period of transformation.
