城市土地利用综合效益评价:城际比较

摘　　要：应用系统分析和层次分析法，建立了深圳市土地利用效益评价指标体系，评价了深圳和广州的土地利用效益。结果表明，从1996～2003年，深圳市土地的社会效益、经济效益、生态环境效益和综合效益都呈现增加的趋势，其中经济效益增长最快；与广州市相比，深圳市土地利用的单项效益和综合效益都较高，特别是经济效益和综合效益；但与香港或其它国外发达城市相比，其土地利用效益仍较低，还有较大的提升空间；深圳市各区域之间土地效益差异较大，宝安和龙岗两区的土地利用效益较低，是效益深圳建设的主要突破口。建议：深圳市在社会经济高速发展的同时，加大对生态环境的保护力度，以增强整体城市竞争力；今后仍需加强土地利用的集约化，提高土地利用的综合效益，特别是加快宝安和龙岗两区的城市化建设，提高两区的土地利用集约程度。An index system is established and used to assess the land use benefits of Shenzhen and Guangzhou. The results are as follows： 1 ） The social, economic, ecological and environmental benefits for land use all increased during 1996-2003, especially economic benefit. 2） The integrated benefit increased during 1996-2003 in Shenzhen. 3 ） As compared with Guangzhou City, the social, economic, eco-environmental and integrated benefits of land use were higher in Shenzhen, especially economic and integrated ones. But the land use benefits of Shenzhen ware still low while compared with those of Hongkong and Tokyo. 4） The land use benefits differed from different districts in Shenzhen. The authors consider that ： 1 ） For Shenzhen, attention should be paid to improvement of the integration of social, economic and eco-environmental benefits. 2） Adjustment of land use distribution could be used as an effective way to upgrade industry and improve human settlement conditions. 3） Exploitation of new land resources and control of land consumption would be important for Shenzhen City. 4） The environmental protection should be strengthend, especially the industrial and domestic sewage, be decreased so as to increase the competitive capacity of the city. 5 ） Intensive land use should be encouraged in Shenzhen, especially in Bao＇an and Longgang districts.
