摘　　要：通过分析建设和谐林业项目的意义,总结中德财政合作安徽营造林项目的成就和对项目区的生态、经济、社会可持续发展的重要影响,提出目前在项目运行过程中仍存在“10个不和谐”因素,并针对每个不和谐因素,研究和探讨了相关对策,以实现建设和谐林业项目的目标。The paper firstly indicates the significances of establishing harmonious forestry projects in the damage-and-control- lingdeadiock stage offorestry developmeng and then itsummarizes the achievements and impacts of Sino-Geman Financial Aided Afforestation Projects and finally finds out the ten disharmonious factors and their courter-part measures which should be taken to reach the targets of harmonious projects.
