摘　　要：官僚制行政以行政与政治的分离为基础,强调等级制结构,是一种工具理性。民主式行政坚持社会本位的取向,关注对公民需求的回应,提倡多中心治理,体现了价值理性。从官僚制行政走向民主式行政,是在新的社会条件下对行政组织与社会的关系的调整,是行政价值理性的自证和回归。The bureaucratic administration is based on the separation of administration from politics,and emphasize the layered structure,so the rationality is instrumental.The democratic administration is social departmentalism oriented, and paying close attention to the needs of citizen, so its rationality is valuable. Under the new social circumstances, the relations of the administrational system and the society should be readjusted.To transform the paragon of administration is the proving and returning of value-rationality in administration.
